Morgan Sindall hands over the keys for new community hub to Cornwall Council

Morgan Sindall Construction’s South West business has officially handed over Liskeard Integrated Services Hub to Cornwall Council, marking the completion of the £11.4M project to deliver a modern facility for multiple council departments.

Procured through the Southern Construction Framework (SCF), the new build brings together a range of essential council services under one roof. These include the Family Hub, Registrars, Adult Education, Safe and Wellbeing, and the Department for Work and Pensions, creating an integrated, more accessible offering.

Located on the site of the former Liskeard Cattle Market, Morgan Sindall led all aspects of technical planning and construction, transforming the site into a vibrant, future-ready hub.

Designed as a two and three-storey linked building, the facility provides flexible, high-quality space that’s capable of adapting to Cornwall’s evolving needs. The hub combines functionality with striking architectural features which include natural stone walls up to the first floor contrasted by timber and aluminium cladding above. The north and south facing dormers within the pitched roofs along with expansive glazed curtain walls maximises natural light internally.

Working closely with project partners, the tier one contractor incorporated innovative engineering solutions to ensure both durability and performance. These include pad foundations with strip footings for stability, a steel frame combined with composite metal decking and in-situ concrete to the upper floors, delivering a high-quality, bespoke finish.

Sustainability was a key priority throughout the project.

Built to meet CarbonLite standards, the development reduces embodied carbon while improving long-term energy efficiency, this has been achieved through the installation of solar panels, air source heat pumps, and high spec insulation, all aligned with Morgan Sindall’s commitment to sustainable construction.

Throughout works, the team has participated in six 10 Tonne Carbon Challenges, saving a total of 256.13 tonnes of CO2 equivalent.

Savings were achieved through the use of Westok Cellular Beams which reduced the weight of the structural steel frame while allowing services to pass through the beam openings. This also enabled a reduction in building height of approximately 1,000mm, further reducing steel requirements.

In addition, the use of the GAIA Automate system saved 22,479 kWh of electricity across welfare and site facilities, while more than 600 timber pallets were recycled through Pallet Loop. Scrap metal from the project was recycled through EMR Metal Recycling.

All structural steel was produced using the lower-carbon Electric Arc Furnace (EAF) process, and existing stone from the site was reused to rebuild the perimeter boundary wall, reducing the need for new materials. Additional stone was sourced locally from Trebarwith Quarry in line with planning requirements.

In line with Morgan Sindall’s commitment to delivering meaningful social value in the communities in which it operates, the team has welcomed 23 weeks’ worth of work placement students on site, as well as 69 apprenticeship weeks. The project team also donated over £2k worth of food and vouchers to the local foodbank, cleared waste from Liskerrett Community Centre, hosted local school and architectural students for site visits, and more.
